Letting participants in without admitting them

I’m trying to let participants enter my zoom room without having to admit them. My admin settings were set up per instructions by two senior IT specialists and it still doesn’t work.

Allow participants to join is enabled in admin settings When creating a new meeting it is uneditable (greyed out) and disabled. Even after adding a security option (like a passcode) it remains uneditable and disabled.

i have tried the recommended way of setting a password and attaching it to the invitation.

I I’ve restarted everything on my new iPhone iPad and MacBook Pro devices which are all up to date in OS. I have not changed my passwords.
