Keep the Reactions menu open?

The meetings I'm in make use of reactions a great deal.  But I notice that when I open the Reactions menu (especially to raise my hand), it closes if I click elsewhere.

Is there a way (or can there BE a way) to keep that menu open, or pin those options to the button ribbon at the bottom of the UI, or something?
