Invites to zoom contacts are "Sent" but do not arrive

I created the CSV file and imported it. From the zoom app on my phone I create a meeting and then go to invite Zoom Contacts. I see a message that the Invitation was sent out, but it never arrives. 

 

I also tried this same approach via the zoom app on the Amazon fire tv cube.  I use Manage Participants and select people from the list. I see a message that invitations were sent, but again they are not showing up in the email inbox.

I expanded my test to include a contact that was "Available" and she received the invite. I was of the opinion that sending the invite was simply an action of emailing a zoom meeting link regardless of online status. It appears it will only send the invite to those that are available?? What makes one Available??
