I am in the process of moving and the location I am moving to only has internet available with a speed of 1.5MBPS. Is it possible to conduct live one-on-one meetings with screen share as well as group meetings with screen share?

Yes, you should be able to, but it may take longer.

I would expect very troublesome performance at 1.5MBPS. You will be able to get voice and maybe 1 video feed at low resolution or at very low frame rate. But likely you will have other applications using some bandwidth also, so I would almost expect this to be almost unusable.
