I am the account owner, but I can't enable the Zoom Apps Quick Launch Button

Hello,

I am the account owner, but the setting to enable the Zoom Apps Quick Launch Button is grayed out for me, with a message "locked by admin"

I had an admin log in, and the setting is grayed out for them as well.

Any advice would be appreciated!
