I am new to the Zoom Community and I am not certain how to proceed

I have been experiencing difficulty when using a host provided link to join a meeting.  This is a new weekly group  meeting and it seems that my camera is not being activated.  And more recently,  the video continued to switch on and off without being prompted by me.  Is this a Zoom issue or my device?
