How to permanently disable Live Streaming

I keep having to go into my settings and turn off live streaming for each meeting, but each meeting still streams live. I don't want live streaming. Why won't the setting save (though it initially appears to, but then does not)?

How do I just permanently disable this feature?

As an admin:

Navigate to zoom.us/account/setting?tab=meeting

Permanently lock "Allow Livestreaming of Meetings" OFF.

This will prohibit live-streaming at the organizational/account level.

So I thought this was fixed, and I was able to "disable" live streaming where you directed me. However, each time I close down Zoom and start a new call, it defaults back to live streaming. I have triple-checked, and there does not seem to be a way to "save" the setting, but it doesn't save. Do you have any suggestions?
