How to move License User Cloud Recording to another License User

I have a license user retiring and has Cloud Recording that I would like to keep. I would like to move recordings to another user. Does anyone figure out a simple way to move the Cloud Recording without DELETING the existing user?

 

in my Google search one method is to the DELETE the user and you are then given the option to move the recording to another user. I prefer NOT to DELETE the user if possible as they will continue use but downgraded to a basic user versus paid professional user license.
