How to manage participants' video layout?

Hello folks,
Recently I joined a meeting as an attendee, and there were only 3 options in the bottom including "chat", "raise hands" and "Q&A". (I have shown in the graph) Furthermore, I cannot see other participants except for the speaker. However, when I open a meeting, I have no idea how to change the layout of the participants, and cannot find the similar setting in my web portal as well.
Does that means this service is only available for pro account?
