Recently I'm finding that when I ring a chime on my phone and hold it up to my laptop mic, Zoom doesn't want to pick it up. My voice is fine, as are my speaker and mic settings. What is this???

There are two possible reasons to this behaviour:
1. Zoom itself is offering different options for filtering noises, background noises, background speech etc., and to, as much as possible, only transmit the voice of the main person speaking. You can control the behaviour in your audio settings. There you can, e.g., choose among using Zoom background noise removal (at different levels), personalized audio isolation, that is tailored to your own voice, or original sound, which turns off noise filtering.
2. Nowadays the software of your device's sound hardware also often offers onboard noise filtering. This is typically controlled from the audio settings of your host's operating system.
By changing these settings, you can configure the audio set-up to fit your needs.
E.g., if you want to transmit music or a more colorful acoustic environment you can choose Original sound for musicians in your Zoom audio settings, and then make sure that the audio settings of your operating system also have audio processing, such as noise filtering, beamforming or similar, turned off.

Is there a way to set a chime sound inside of Zoom so I don't have to play one off my phone in front of the speaker?

You need to turn on original sound in Zoom. Here is insight to setting up original sound.

Note that original sound has to be turned on in 2 places. Don't forget to click the Original Sound for Musicians button to toggle this on or off in the top-left corner of the meeting window. Also, check your OS for audio enhancements and be sure they are turned off.

I did that but sound is very low and tile doesn't light yellow.
