Thank you for posting for the first time and welcome to the Zoom community.
If you upgrade to the Pro account again, you will have access to the recordings.
The recordings will have 30 days from the account being downgraded before they are automatically deleted.

Hello,
I am currently in the same situation. I forgot to update my billing card information, and all my recordings got deleted.
I upgraded the account to pro again and my recording library is still empty. How is it possible?
What can I do please? This is very important.
