I have 2 licences, I want my other user to be able to access / run meetings I have set up.
I can do so by giving them my login details, and they can then host any of my meetings, they just need to change their name. But can I give my second user access to my meetings from their own login details

you need to make sure that the user gets also a license, if the user already has a license you can make him as cohost and he the should be able to.
Sharing account should also work but it is not something that I would suggest...here more information about co-host:
