Error code 13215

I create a meeting, but my china friends cannot join, when their join show the error code 13215, any one can help to solve it, now I am pro user

It is possible to block users from a particular country.
In this case, Zoom is blocking free users from China.
Zoom Error Code 13215 means you cannot join meetings hosted by a specific user, and it primarily affects free users located in China who need to upgrade to a paid subscription to join the meeting. To resolve this, China-based free users should upgrade to a paid Zoom account. If you are not in China and still receive this error, or if you believe the host is blocking you, you can submit a support ticket or request a refund for the host's account. 

They will need to be registered and probably paid to make user of the service.,
