It would be great if alternate meeting hosts can also receive an email when a meeting participant joins a Zoom meeting first. Currently, only the host receives this email. Is this functionality something the Zoom engineers might consider adding to a future release of Zoom Meetings?

You are correct, the feature that you are discussing is by current design and the Alt Host will not receive a notification if a participant joins a meeting that they are designated as an Alternative Host on. You would want to set up a webhook using Zoom's APIs that sends an email notification to the alternative host each time someone joins a Zoom meeting first. If you are not a developer there is a Zoom app, Salepager, that lets the alternative host receive the same notifications as the host including being notified when a participant joins a meeting before the host.
