Crash with Virtual Background and COVERED camera (no video feed) on start video

I can reliably crash zoom on a particular computer by:

 

1) Covering the web cam with black tape (note: This cuts the video feed off, doesn't send a black picture)

2) Enabling virtual backgrounds, selecting an image background

 

If I uncover the camera, or disable virtual backgrounds, either option seems to stop the crashing.

 

Can someone get this fixed?

 

notes (Edited): Windows 11 ARM, "Start Video" starts the crashing with the above
