I connect to a meeting and see the outer frame of the meeting, blank squares for other attendees. Can hear other attendees but they do not see my video or hear audio. Happens randomly.

It's the latest version of Zoom on a Dell XPS 15 running windows 10. This only happens with this pc when attempting to connect to one hosted meeting site. I have no trouble with that pc connecting to any other hosts. I have no trouble connecting other devices in the house to the troublesome host.
When it happens It appears to connect. I get the screen frame and the names of other attendees and can hear the audio. But they can neither see nor hear me. If I attempt to disconnect from the meeting it disconnects but then tries to reconnect. I have uninstalled and reinstalled Zoom to no effect. There was a time when I had no problem but the last 3 attempts over the last week failed.
