Choppy video for me only

My camera video is really choppy. Sound is fine.  I was using a logitech pro camera on a new Intel NUC when the problem first showed up.  I changed the camera to a brand new cyber track H3 and the results are worse.  The picture quality for Microsoft Teams is great.  Any suggestions on trying to fix the choppy video using this setup?

      Mute your microphone when you do not need it, and you will allow Zoom use your Internet connection more effectively. Stop your webcam video when you don't need it. show yourself on webcam, and stop your video when it isn't needed. Disable HD webcam video.
