When in a zoom call, I can hear everyone fine, but if someone is in their car on a zoom call, i cant hear them or they cut in and out. However, everyone else on the call can hear them with no issues. I have also done the test where i go to zoom settings, Audio, Test speaker(Same as system) but the test chime is SUPER quiet, yet i can still hear all call participants without issue other than those in their car. I'm assuming this may be some AI noise suppression thing as to not hear car noise? But how can i fix this? All other computer audio sources work without issue. Windows 11 ver. 24H2, Zoom version 6.4.2

I have never heard this one before. To be honest, and as far as I understand it, the Noise is Suppressed for the Participant User End and then passed to the Meeting; I am not sure if the Zoom App itself does it, or it is done at the Zoom Cloud level, but the fat that everyone is not getting the noise but you do doesn't make sense at all for me.
I think this is one you need to open a Ticket with Zoom Support, however, I suggest doing this test:
Is this a new problem when you updated to the Zoom App 6.4.2? I think opening a case with Zoom is your best bet.

I definitely believe that it is something on my end since the other participants can hear without issue and if i use a different device, such as my phone, i don't have that issue, since i am not the host of the meeting i am not able to record it.
Im just not sure what settings my be affecting this.

Strange, and it is definitely something in your computer and not your account.
You haven't mentioned if you are using a Headset, or the Computer's Speakers/Mics, or an external device for Podcasting, etc. If you haven't tried this, switch the Audio device to verify if the issue persists; if it disappears, then it could be a problem with a Device Driver/Firmware, etc. (I cannot imagine how! but you never know).
If you haven't tried it yet, I would recommend (it is along shot) to reinstall the Zoom App, but remove it completely (clean uninstall) by following the procedure described here:

⚠️ Pay attention to the Crypt Keys part of the instructions if you are using any.

I'll definitely give that a go. when this issue occurs, i am using zoom via my laptop that is connected to my external speakers and monitor via a USB-C Docking station.

If you have a BT headset, a wire headset, also give a go before uninstalling everything.
