I would verify that you are logged into your Zoom account when trying to cancel.
If this is a recurring meeting with a fixed time, the only way to edit is through the Zoom web portal. If you scheduled via Outlook, you would need to perform the action on the Zoom web as editing recurring meetings with a fixed time is not currently supported when scheduling with the Outlook plugin.
You can also try to integrate your calendar with Zoom by following the steps outlined here: How to set up calendar and contacts integration. Once you have done that, please enable bi-directional syncing. Once the calendar has synced, the meeting should be deleted and you can delete the integration after. To perform this on a personal level by navigating to the profile section of your account here: https://zoom.us/profile. Towards the bottom of the page you will seeCalendar and Contacts integration.
If you are still experiencing issues after that, I think that the next option would be to reach out to Zoom Support for further analysis and investigation. You can find out more on reaching support here: https://support.zoom.com/hc/en/contact?id=contact_us.

That error normally means that you are not the scheduler of the meeting and therefore you won't be able to cancel it. You will need to reach out to the host to cancel the meeting, or request to have scheduling privilege for the user you are working with to achieve the ability to cancel someone else's meetings.
