Can the Host utilize the ONE TAP DIAL feature in PAC and get the meeting started?

Scenario: Secretary acting as delegate sets up a  Personal Audio Conference for Boss., Boss goes to calendar on cell phone and clicks on the ONE TAP DIAL button.  This gets him into the call but not as the host.  Meeting never connects the callers because it is waiting for the HOST number.

How does the BOSS utilize the ONE TAP DIAL and still be able to start meeting?
