Can Zoom be used in China?

Dear all, I want to confirm officially whether Zoom is available to be used in China. I have searched around via google but it appears there has been no official announcement nor consensus among zoom users, as the policy seems to change every now and then.

 

I have found an indirect source from a Zoom university client stating that Zoom is accessible in China as of 23 August 2023: https://help.lsit.ucsb.edu/hc/en-us/articles/360042172231-Zoom-Access-from-China#:~:text=%22Zoom%20h.... 

 

Is this true?

The download link for the Zoom client provided in that site doesn't work.
