Camera not working in "Video Mode" or on Zoom Meetings, but works in "background and effects Mode

When I go to the Settings screen and hit Video, I get a blank screen. It says it is hooked up to my camera. Then when I go the "Backgrounds and Effects" The camera works fine.  It will not work at all in an actual zoom meeting.  The audio works fine.  The camera works on other apps. I have set and rest the permissions.  I have reset the camera, reloaded the camera app, Restarted the computer, updated and reloaded the Zoom app.  How can the camera work on the Backgrounds mode and not on the Video mode?  I am baffled.

what computer, operating system and version?

what camera make, model, firmware?

what zoom workplace app and version 

 

you might try a zoom clean install.
