i wanted to contact a particpant, but when they joined it only said "Call-In User_1." Can  Zoom admin tell me their phone number?

Sorry for the late response as this question went unnoticed. If you are a zoom admin and have access to Dashboard, you can find the meeting that happened and click on its details to see the phone number of the call in user.
