Breakout rooms

I’m having a problem with breakout rooms. I pre-assign participants using.CSV file. However when I open the rooms only about half of those participants get automatically moved into the rooms and the other half shows as unassigned and I have to manually move them. Any ideas why this is happening?  People are logged into their personal  zoom accounts so I know that is not an issue. Thanks I’m advance

By any chance are the users who are not moving not signed into Zoom?  If they do not authenticate in Zoom, there is no way for the automatic breakout rooms to know who they are and where they belong.
