Can you record Zoom using an Android smartphone while in the Breakout Room?

No, sorry.  Local Recording is only available on the Zoom desktop client for Windows, macOS, or Linux, according to this Zoom Support article:

in the Main Room you can record with a Smartphone, but why can't you do it in the Breakout Room?

On a non-desktop device, the only recording you can do is to start a Cloud Recording.  Cloud Recordings currently can’t be done in Breakout Rooms, Per this Zoom Support article:
