Automatic Recording not Working

I have all my users set to automatically record meetings to the cloud. All settings are identical across users, but two users' meetings are not being recorded. Has anyone else run into this? What troubleshooting steps can I take?

Have you resolved this issue?  My zoom settings are set to automatically record as well, but it is not working and there is more than enough cloud storage space.

Not yet. I have three users that have the exact same settings. One is working as we would expect and the other two are not. I cannot figure it out.
