Alternative Host – Not Allowed

I'd like to add someone as an alternate host for a Zoom Meeting.

Zoom says, "Unable to assign "[EMAIL]" as an alternative host because the user cannot be selected at this time."

Why? And, how do I add this person as an Alternative Host for Meetings?
