Alt Host vs. Registration Issue

Hi there, I'm my organization's account administrator. In the last few months we've run into a new issue where alternative hosts are not able to join a meeting that requires registration- the system will tell them they need to register, but when they try to, it will tell them "Cohosts cannot register." 

We have had the same issue with our Zoom Room, where even if the user is added as an alternative host, they have not been able to start a meeting without the designated Host starting the meeting. This goes against the entire point of having alternative hosts. 

Any ideas of settings to toggle?
