As a host, can I modify a scheduled meeting to allow invitees to join without the host joining the call (or starting) the call?

Yes, this is possible via a setting called "Allow participants to join before host".
To turn on Allow participants to join before host, Navigate to your meeting settings and enable the setting.
Once enabled it will be on by default for any newly scheduled meetings, but you will be able to uncheck it when scheduling a meeting.
NOTE! If you have the waiting room enabled, it automatically disable the setting for allowing participants to join before host.
