Allowing Participants to join before the host or without the host

I have followed the instructions and disabled the waiting room and allowed participants to join before the host at any time, but it is still not allowing them too. Is there anything else that could be set that will not allow them in or is counteracting thi

Same for me.  Looks like you've never received an answer?  I have to say, the Zoom Support is the worst I've ever seen in a software company.  Calling I get put on hold for 20m, and the Chatbot is useless.
