Adding licenced users to a Pro account

When adding a new licenced user to your Pro account must they already have an existing Zoom account (either basic or pro). Can a Pro account owner send an invite email for a user licence to someone who doesn't currently have a zoom account of any type?

Welcome to the Zoom Community, @LAMapples.

There’s really two parts to your question, maybe more. Let me break it down a bit. 

You can add users to your account one of two ways: You can invite someone who already has an account; and you can create an account for someone, knowing their email address. 

Users — whether invited or created — do not require a License. They can be a Basic (free) account, or you can pay for a License and assign that license to them.
