Adding a file to a chat from My Computer

How come sometimes I get "My Computer" as an option when I want to add a file to a chat and other times I don't? Is it the way the meeting is configured?

    File Transfer is a configurable option for Account Owners in Zoom.  So some meetings may have it and some may not depending on the policy being set by the meeting organizer:  https://support.zoom.us/hc/en-us/articles/209605493-Sending-a-file-in-meetings-and-webinars
