Personal meetings/webinar links for 300+ attendees

1) Could you please tell if the information provided in the post https://community.zoom.com/t5/Zoom-Events-and-Webinars/Is-there-a-way-to-access-personal-webinar-lin... is still valid?

2) If we would like to use personal links to join each attendee, all attendees need Zoom accounts (although free accounts should be sufficient for this purpose). 

3) We would like to organize a meeting for more than 300 people, with personalized links for each participant to join. To do this, we need the Zoom webinar 500 plan + Zoom Workplace pro license, at minimum?

4) Also, does the Zoom webinar 500 plan mean 500 attendees for the whole month in total, or it means there can be a maximum of 500 active attendees at the same time?
