You can add an alternative host to the webinar so that they can launch the webinar. For more information on alternative host, please click here.
Another option would be to use Scheduling Privileges so that you can "move" the webinar to another person. This other person will need the webinar license add-on as well. Once you have scheduling privileges for that person, you can edit the webinar and change "Schedule for" from "myself" to the other person.
