Currently on a Business plan can I still use the webinar feature without paying for its add-on

Do i have to pay for the zoom webinar add-on before I can use the webinar feature? or there is a free plan. Currently I am using the Zoom Business plan, and I expected I could use the webinar feature for free, but seems i cant. Can someone pls guide me

A Webinar add-on must be purchased in order to use the Webinar's features. If you are unable to add the Webinar add-on to your account, please contact your Account manager for assistance.

Must I have a paid zoom plan before purchasing a webinar plan? Or can I just pay for webinars only?
