Attendee swears they attended

An attendee swears they attended a webinar event. They show up in the registration report and the attendee report, but in the attendee report they are marked as a no show. They used their cell phone to connect and attend the webinar. They show up in the attendee report with name and email info. The webinar attendee report is used to grant professional development hours. Why is this happening? Thanks for the help.

    @Spinneron If they called into the meeting, they wouldn't be listed as who they registered as since their user is technically seen as their phone number. For your purposes you would need to verify their phone number to make sure they attended.
