Trying to add users to my Zoom Marketplace App

Hello, I have been trying to add additional users to my Zoom Marketplace App without success. In my app's dashboard in the USERS tab I can see my user but I do not see the Add users button anywhere. Is it disabled in my app? Or am I doing something wrong?
