Recently I found that new users in my organization were no longer able to set up calendar and contacts integration with our Google Workspace account. Each time they clicked past the Google account selection screen, they got an alarming "This app is blocked" message.
I solved it by going to Admin > Account Management > Account Settings, scrolling to Calendar and Contacts, and deselecting the "Read" permission for Mail.
I hope this helps someone.

Thank you @Eric3K (though in my case I got farther, but to a new error: the "Add Failed" - so I have more to do).
For others: those settings are in your ZOOM account, not your Google Workspace account 😉
Buried down this path as of 5/1/24:
Zoom account > ADMIN section of left nav >Account Management heading > Account Settings area >"Mail & Calendar" tab at top > "Integrations" section of page > "Mail" row under "Choose your permissions"
