starting meetings when host is away without internet access

The 2 most important settings to adjust in this case would be: 

• Disable Waiting Room, which only the host (you) can control. 
• Enable Allow participants to join anytime. 

This will remove any host-only obstacles in the way of your participants, although it will also mean that no other host-abilities will be accessible, such as cloud recordings and breakout rooms.
