When I Starting a scheduled meeting and it tells me to wait for the host (which is me) why is this?

It is because the host didn't enable "join before host" on their profile, so they have to wait for the host to join.

This join experience is going to be updated soon, and the "join before host" experience will be merged with the waiting room, which is probably a lot more intuitive, so instead of this screen, you will see a waiting room (that the host can customise) asking you to wait for the host to let you in.

On your second question, I'm not sure, but it might be because they are trying to join too long before the start of the meeting, so it's not available yet.
