Hello, the defocus, blur option is not available for me in background and filters.
How to resolve to appear?

This is John, and thank you for contacting Zoom Support and for choosing Zoom to be your communication platform.
 
I understand you have a concern regarding being unable to use the blur virtual background on your Zoom application because it is not available in the options. I will do my best to help you with this.
 
To be able to use the Blur virtual background feature on your Zoom, your desktop clients must meet the requirements in the "Images only without a green screen" sections" that you can see on this guide from this link, For more information, visit https://support.zoom.us/hc/en-us/articles/360061468611-Using-blurred-background- 
 
And based on the system requirements to be able to use the "Images only without a green screen" sections, you need to have at least an Intel i3 with 2 cores or higher and a 5th generation or higher, and for AMD processors, you need to have at least 8 logical cores at 3.0Ghz or higher.
 
If your device does not meet the needed system requirements, you will not be able to use this feature on your device.
