Waiting Room Function Doesn't Work--People Come Directly into Meeting

I'm sure I've enabled the Waiting Room function, but everyone still comes directly into Meeting. How do I ensure they first go to the Waiting Room?

    Check your Waiting Room options in your user settings.  It is possible to have people bypass the waiting room entirely if you have certain things turned on of off.
