Who to call if account has had all licenses removed

Something has happened with our Zoom Meeting renewal that also seems to have removed our Zoom Phone licenses at the same time. Because we are being shown as only having a free/basic account I am unable to reach tech support. Any ideas on how to get this rectified. This means our entire phone system is not accessible or manageable.
