Update discount is not applied

I tried updating from Basic Plan to Pro.

 

At the checkout it quotes £71.94 with discount applied, plus taxes

 

I select 'continue' and the discount disappears, resulting in a charge of  £119.40 plus taxes

 

Why is the discount being ignored?
