I have been trying for over a week now to make a payment on my account, but I keep getting this error message:

"Payment is declined because the account has insufficient funds, please contact your bank or try a different payment method."
PLEASE OPEN THE 3D SECURE FOR YOUR WEB SITE
I am from Turkey and i cant pay
