Paid for license but not allowing me to assign any user

On top it says I have a license available but when I tried to assign that license to the user its' giving me an error that account does not have any license available

Getting the  following error:

Zoom licenses are not allowed to be shared by multiple users,
There is a limit to the number of times a license can be replaced.
