Licensed Account Reverts to Basic

We have a user who's account keeps reverting from Licensed to Basic. I don't know when it happens, but it is not instantaneous. Sometimes he is Licensed for a few weeks before it changes. I've seen posts about this before, but did not see any resolution. Any ideas? Can I submit a ticket to Zoom?
