What is the issue your encountering is there an error?  The way I would do it would be to move a licensed user to BASIC, and that license goes into your license pool.  You can then pull up the user you want the license assigned to and take one from the pool.

My account is zoom pro and the license is 4 available. but I cant transfer the zoom license to another account

me too, we cant transfer the licensed even to the main account.
