How many users can I have on a Zoom One Pro account?

I'd like to add more users to my account and set-up 2-factor authentication.

But my account says "To add licensed users to your account, please purchase more licenses."

Can someone confirm how many users I can have with that account and how much it would cost to add more?

I need around 25 users
