I'm trying to upgrade from Zoom Free to Zoom Pro for personal use.

Every time I try to complete the personal details section, the system assumes I am a business account and I need to check the VAT registration box or the non-registration waiver.

I've tried cancelling and restarting several times.  I also deleted the account and set up a new one.
